The visit of the President of the Republic of Azerbaijan, Mr. Ilham Aliyev, to Russia, which is one of the main voices in world politics, is very important in terms of the future landscape of the region and the domestic and foreign policy of our country.
Azerbaijan and Russia have shown a stabilizing position in the region and have taken important steps to protect security. Expanding cooperation of both countries is in the interest of peoples and states. At the same time, it also serves to maintain security in the region as a whole. The settlement of the Karabakh issue occupies an important place in the development of Azerbaijan-Russia relations. Also, as a clear example of the further development of these relations recently, the mutual visits of the President of Azerbaijan, Ilham Aliyev, and the President of Russia, Vladimir Putin, can be cited as an example.
Mr. President Ilham Aliyev's business visit to Moscow at the invitation of the President of the Russian Federation Vladimir Putin will make a new and important contribution to the development of relations between our countries. As part of the visit, the participation of the presidents of Azerbaijan and Russia in the 50th anniversary event of the Baikal-Amur Highway (BAM) will be the next expression of the cooperation and friendship of our states and peoples, in addition to commemorating the important services of the Great Leader Heydar Aliyev in the creation of this huge project.
The fact that Azerbaijan and Russia used to be part of the Union formed a unique character of the relations between our countries. During the years of independence, these relations have developed further. Diplomatic relations between independent Azerbaijan and Russia were established on April 4, 1992. On September 25, 1992, the Russian Embassy in Azerbaijan began to operate.
As part of President Ilham Aliyev's business trip to Russia, a solemn event will be held on the occasion of the 50th anniversary of one of the largest constructions in the Soviet Union - the Baikal-Amur Highway, which is named after the National Leader. This jubilee event is another expression of the high respect shown to the memory and exemplary activity of the Great Leader Heydar Aliyev, who had exceptional services in the realization of this huge project as the head of the permanent commission on construction issues of BAM.

Heydar Aliyev, who successfully led Azerbaijan in 1969-1982 and was known throughout the USSR for his high organizational skills and bold ideas, was elected a member of the Political Bureau of the Central Committee of the Communist Party of the Soviet Union on November 22, 1982, and was elected to the USSR Council of Ministers on November 24. The appointment of the first deputy chairman also marked the beginning of the formation of unbreakable pillars of friendship bridges between Azerbaijan and Russia. The genius leader later became the favorite of all the citizens of the USSR, including the Russian people, with the work he did at this stage of his activity, which he called the "Kremlin five-year period". It was in these years that the leadership of the most important and difficult projects in the USSR was directly entrusted to the National Leader Heydar Aliyev, which was an indication of the great popularity of the genius's leadership, management and organizational abilities.
In 1974, the Soviet The decision "On the construction of the Baikal-Amur railway" was adopted by the Central Committee of the CPSU and the Council of Ministers of the USSR, and the implementation of this huge project began. After that, thousands of young people went to work in construction works from Azerbaijan as well as from many parts of the USSR. However, technological difficulties caused the construction of the railway to continue for many years. At that time, National Leader Heydar Aliyev was one of the members of the Political Bureau, which supported the implementation of the Baikal-Amur Highway. In 1984, Heydar Aliyev, the First Deputy Chairman of the USSR Council of Ministers, who paid special attention to the development of the transport system in the Soviet Union and called this area the "artery vein" of the country, made a 10-day trip along the highway, and a serious turn occurred in the construction of BAM.
Today, the natural resources of Siberia and the Far East, which play an important role in the economic development of the Russian Federation, are exported to central and western Russia, as well as to foreign countries, through this railway. Russia's main oil and gas deposits, forests, fisheries, livestock farms are located along this highway, and BAM plays a very important role in their transportation and export, as well as in the development of the financial and social situation of the local people. About 180 million tons of cargo is transported on this highway per year. Today, modern cities have been created at the expense of BAM in the provinces of Russia that were once untouched by human foot. This road has given a great impetus to the development of Russia in the field of transit. China, the Republic of Korea, Vietnam, India and other South East Asian and Central Asian countries have established trade relations with Europe through BAM. According to the Russian media, by 2030 BAM will be extended by another 3.5 thousand kilometers and new stations will be built.
After the return of national leader Heydar Aliyev to political power in Azerbaijan, the relations between our countries began to be developed at the highest level. The main document forming the legal basis of bilateral relations is the "Treaty on Friendship, Cooperation and Mutual Security" signed between the Russian Federation and the Republic of Azerbaijan on July 3, 1997. The state visit of Great Leader Heydar Aliyev to Russia in January 2002 laid the foundation for a completely new stage in the relations between the two neighboring states. The "Joint Declaration on the Principles of Cooperation in the Caspian Sea between the Republic of Azerbaijan and the Russian Federation" signed during that visit was an important document in terms of determining the legal status of the Caspian Sea. This document demonstrated the development of Russian-Azerbaijani relations at the level of strategic partnership.
President Ilham Aliyev, who successfully continued the balanced foreign policy strategy of Great Leader Heydar Aliyev, focuses on the expansion of bilateral relations with Russia as an important factor. The first official visit of the President of Azerbaijan to Russia in early 2004 was significant in this regard. The successive official visits of our head of state to Russia confirm the importance Azerbaijan attaches to the development of friendly and partnership relations with our northern neighbor. It should be emphasized that after the collapse of the USSR, relations between Russia and Azerbaijan have never been at such a high level as now. As you can see, there are high-level relations between the two countries in all fields. The visits of Azerbaijani officials to Russia and Russian officials to our country are a clear proof of this. There is no doubt that 2024 will be remembered as a more productive year in the development of Azerbaijan-Russia relations.
Despite the fact that Azerbaijan is located in a geopolitically difficult region, as a result of the rational and balanced policy pursued by official Baku, the warm relations we have with all vectors have led to the consideration of our country's interests over the years. Azerbaijan-Russia relations have never been as developed as they are now. During 2024, development in all directions between the parties is evident. An example of this is the mutual visits of the officials of both states to Moscow and Baku, and the holding of several meetings between them at the highest level. Because the leading role in bilateral relations is played by the leaders of the countries. The high appreciation given to President Ilham Aliyev by Russian President Vladimir Putin is the result of the well-thought-out policy of our head of state.
The official visit of President Ilham Aliyev to the Russian Federation is another clear proof of the high level of bilateral relations. This visit is very important from the point of view of the future landscape of the region and the domestic and foreign policy of our country. The fact that the development of our relations with Russia, which is one of the main voices in world politics, is based on irreversible, stable and sustainable foundations proves this once again.
